Yes I found a way of developing any .Net Application for free. That is no Microsoft expensive lincese required.
I use Sharp Develop (http://www.icsharpcode.net/OpenSource/SD/) for IDE and you know what you only need to have a windows computer (98 Se +) with .Net framework 1.1 Install in it. And that to not the SDK of .Net FRamework which is about 100+MB but just a run time redisturbution that is some 26MB in size with 5MB IDE you are a professional .NET developer.
